By Anthony Collins LPR Editor                                 Founded in 2003, the Children’s Care-a-Van was born from a collaborative vision shared by local leaders, the Caldwell County Women’s Development Board, and Neal Kelley. With an initial grant from the Michael and Susan Dell Foundation, the program was created to address two of the most significant barriers to pediatric health care in Cal
